About the Author
John D. Steinbruner is professor of public policy and director of the Center for International and Security Studies at the University of Maryland and a nonresident senior fellow in the Economic Studies Program at the Brookings Institution. His previous publications include A New Concept of Cooperative Security, co-authored with Ashton B. Carter and William J. Perry (Brookings, 1992).
