Daniel D. Federman of Harvard Medical School, who chaired this widely publicized study, writes that "the panel urges prevention rather than denial, kindness rather than exhortation, and research rather than doctrine." As well it might: one million teenagers become pregnant each year in this country, a rate, despite recent declines, that is far greater than in other industrialized nations. The study examines the social situation that fosters adolescent childbearing; the consequences; means of prevention; alternatives for pregnant and parenting adolescents; and priorities for programs and policies.
