The modern history of American education is a history of dashed hopesand continuing demands for real reform that will bring significant improvements. There are no easy answers, but one thing is clear. Policymakers must move away from familiar approaches that have long been unproductive, seek out good ideas that are well supported by theory and evidence, and put them into action.
It was this challenge that prompted John Raisian, director of the Hoover Institution, to bring together the Koret Task Force on K12 Education, a stellar group of experts dedicated to forging a stronger connection between social science and public policyand known for thinking outside the box about education problems and solutions.
In A Primer on America's Schools, these experts take an important step toward school reform by offering an insightful overview of the American education system. Each chapter is written by a task force member who specializes in the subject at hand, with topics that range from structure to curriculum to achievement to accountability to teachers unions. Terry M. Moe, senior fellow at the Hoover Institution and professor of political science at Stanford University, is the coauthor (with John Chubb) of Politics, Markets, and Americas Schools. He also edited Private Vouchers (Hoover Institution Press), the first book to chronicle the growing support for school vouchers for low-income children.
